Indonesia Belum Siap Hadapi Pasar Bebas

Menurut Rieke Diah Pitaloka (politikus PDIP) hingga saat ini Indonesia belum memiliki persiapan yang matang dalam menghadapi ppasar bebas. Terutama dalam kategori Tenaga Kerja, jika tenaga kerja dari seluruh Negara ASEAN memasuki Indonesia, maka tenaga kerja Indonesia akan terlibas dengan tenaga kerja dari negara sahabat. Bila hal ini terjadi, maka akan menghancurkan Negara sendiri. Pasar bebas ASEAN akan dimulai tahun 2015 medatang. Momen ini akan menjadi pekerjaan rumah bagi pemerintah pusat ataupun pemerintah daerah dalam mempersiapkan Tenaga Kerja Indonesia.

Dalam menghadapi Pasar Bebas, pemerintah perlu meningkatkan proteksi prooduk dalam negeri khususnya menyiapkan Tenaga Kerja Indonesia. Hal ini harus dialakukan agar Indonesia tidak hanya menjadi ‘budak’ Negara ASEAN saja. Negara – Negara mayoritas di ASEAN sudah mempersiapkan Tenaga Kerja mereka. Secara global pasar bebas akan menghilangkan sekat aturan – aturan yang memberatkan terjadinya lalu lintas modal, jasa, dan barang serta berdampak juga kepada keluar masuk secara bebas tenaga kerja asing.

Pasar Bebas tersebut dikemas untuk menyelamatkan perekonomian bangsa.namun yang menjadi fokus kita adalah bagaimana menyelamatkan Negara dan rakyat kita, yang pastinya dilakukan juga oleh Negara lain.

Meski pemerintah tengah gencarnya membrangus par koruptor, namun penyimpangan terus terjadi hingga bobolnya uang Negara. Indonesia Corruption Watch (ICW) mencatat selama kurun waktu 2003 – 2013, uang Negara yang dibobol sebesar Rp.619,0 miliar dari 296 kasus korupsi di dunia pendidikan.

Provinsi banten disebut ICW sebagai juara korupsi dana pendidikan dengan kerugian Negara mencapai Rp.209,0 miliar dengan 10 kasus. Sementara Jawa Barat, korupsi terjadi 33 kasus dengan kerugian Rp.22,7 miliar. Hasil pantauan ICW menyebutkan dari 436 kasus yang ditangani aparat penegak hukum, sekitar 12% atau sebanyak 54 kasus terjadi pada sektor pendidikan.

Di 2003 dan 2013 misalnya, jumlah kasus yang terjadi setiap tahunnya hanya 8 kasus. Namun ICW mencatat kerugian yang dialami Negara mencapai Rp.19,0 miliar di tahun 2003 dan Rp.99,2 miliar pada tahun 2013. Dana Alokasi Khusus (DAK) merupakan sektor yang paling sering dikorupsi dengan jumlah kasus sebanyak 84 kasus dengan kerugian sebesar Rp.265,1 miliar. Selain DAK yang menjadi langganan korupsi yaitu dana Biaya Operasional Sekolah (BOS) dengan 48 kasus. Namun dana tidak pidana untuk korupsi dana BOS lebih ringan dibandingkan dengan DAK.

Kasus korupsi Sarana Prasarana (SarPras) di perguruan tinggi terjadi 9 kasus korupsi yang mencapai kerugian sebesar Rp.57,7 miliar.meskipun Jawa Barat provinsi yang paling banyak terjadi kasus korupsi dana pendidikan dengan 33 kasus sebesar Rp.22,7 miliar. Kasus korupsi yang lebih besar terjadi di Provinsi Banten 72 kasus dengan total Rp.143,7 miliar pada tahun 2008, dan sebanyak Rp.207,5 miliar pada tahun 2012.
